I was thinking which caused me to come up with an idea
instead of a field of squares in the colony manager you can choose to see how many squares are not being used or build upon, how many squares of those have +100% of this and how many have 100% of that, then you could select the type of tile you whish to build on and choose wether to build something on it which removes it from the useable tile list untill you cancel the project or decomission a building.
planet earth for example (you'v got to imagine the icons by yourself):
free tiles:
3x Empty tile
2x 100% research tile
1x yellow
1x orange etc.
taken tiles:
1x Initial colony
1x starport
3x used tiles (you can check what was build by loading up the full colony manager)
or
2x normal used tiles
1x 700% industry & used
This kind of display could be used as a quickbuilding menu to be used from the main map allowing you to see the kinds of empty tiles (both green but also yellow/orange/red). allowing you to choose to build projects on the specific kinds of tiles.
Perhaps this could also be used to make a governer like system as we know it from GC1 but rather you can choose the governer to only govern the planet if it has a certain amount of tiles with or without bonusses. Perhaps the idea can be expanded by expanding the list of details the game could give by also showing what has already been build altough i am not sure if it would then still be a quick build menu.
